PROBLEM TO BE SOLVED: To provide a system effectively preventing theft of a vehicle and transmitting information on a driver to a vehicle under driving. SOLUTION: This system is constituted by connecting a center device 100 processing the information on the driver to an on-vehicle information terminal device 200 of the vehicle driven by the driver so as to communicate them to each other via a network 300. The on-vehicle information terminal device 200 stores driver discrimination information of the driver capable of driving the vehicle, receives the driver discrimination information from a card type computer 1 possessed by the driver and an engine start program for starting the engine of the vehicle, and when the received driver discrimination information is registered as the stored driver discrimination information, the engine of the vehicle can be made to start by the engine start program.
