<P>PROBLEM TO BE SOLVED: To provide a developing device where environment inside a developing unit such as humidity, which has been changed while a power source is turned off, is made stable with low power consumption by using a device constitution as simple as possible, so that the electrification characteristic of a developer is rapidly and surely raised immediately after supplying power, and to provide a process cartridge and an image forming apparatus. <P>SOLUTION: The developing device 7 of the image forming apparatus 100 using dry developer controls the environment inside the developing device 7 immediately after turning on the power source of the main body of the image forming apparatus 100.
