<P>PROBLEM TO BE SOLVED: To improve the error rate characteristic of NACK. <P>SOLUTION: A scrambling unit (214) multiplies a response signal after being modulated by a scrambling code "1" or "-1" and by the multiplication of the scrambling code "-1", makes a constellation for each response signal invert on a cyclic shift axis. A spread unit (215) performs a primary spread of the response signal, by using a ZAC sequence set by a control unit (209).
