<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus devised so as to restrain blockage in a toner conveyance path through which recovered residual toner is returned to a developing unit. <P>SOLUTION: The image forming apparatus includes: a cleaning blade; a residual toner recovery conveyance section which recovers residual toner removed by the cleaning blade and conveys it toward the developing unit; and a voltage control section, which controls a voltage applied to a charging unit and a bias applied to a toner carrier. After a job but before the subsequent job, the voltage of a polarity same as that of toner and the voltage of a polarity reverse to that of toner are alternately applied to the transfer unit, and the application of voltages is stopped after the transfer unit is cleaned. The voltage control section performs control such that the voltage applied to the charging unit is reduced to a predetermined voltage and the bias applied to the toner carrier is reduced to zero from the predetermined bias.
