PROBLEM TO BE SOLVED: To provide a prophylactic agent or a therapeutic agent for hypertension or cardiovascular diseases eliminating adverse effects such as reflex tachycardia found in simple administration of a calcium antagonist and having excellent hypotensive activity. SOLUTION: The prophylactic or therapeutic agent for hypertension or cardiovascular diseases is prepared by combining the calcium antagonist with an angiotensin II receptor antagonist selected from 2-propyl-3-ä[2'-(1H-tetrazol-5-yl)biphenyl-4-yl]methyl}-5,6,7,8-tetrahydrocycloheptoimidazol-4(3H)-one (general name: pratosarutan), a pro-drug thereof and a pharmacologically acceptable salt thereof. The prophylactic or therapeutic agent may be prepared by formulating the calcium antagonist with the angiotensin II receptor antagonist into a composition or may be prepared by housing the antagonists in respective containers, making the containers into each simple package and forming the prepared packages into a kit.
