PROBLEM TO BE SOLVED: To provide a liquid developer giving high printing picture quality in an image forming process, and also to provide a method for easily manufacturing the liquid developer without requiring steps of cleaning, drying, solvent replacement or the like. SOLUTION: The liquid developer comprises toner particles dispersed in a non-water insulating liquid, wherein the toner particles are substantially spherical and show a volume-based particle diameter (D50) of 0.5 to 4.0 μm and D75/D25 of not more than 1.3 in the volume-based particle size distribution. The liquid developer can be obtained by dispersion polymerization of styrene or acrylic monomers in a non-water insulating liquid in the presence of a colorant. In the method, the non-water insulating liquid in which the toner particles are dispersed can be used as a carrier liquid without subjecting the liquid to solvent replacement.
