PROBLEM TO BE SOLVED: To provide an on-vehicle control device capable of estimating an icy road with a simple constitution. SOLUTION: This on-vehicle control device has a traffic information acquiring means for acquiring traffic information of a road, a weather information acquiring means for acquiring weather information of a region including the road, and a possible freezing estimating means for estimating possible freezing of the road on the basis of the acquired traffic information and weather information.
