<P>PROBLEM TO BE SOLVED: To enhance an abnormality detection or recovery process for call control in a radio base station device. <P>SOLUTION: In a radio base station device 1 for transmitting a signal that becomes a transmission object, by radio based on a status of call control, a call control means 11 performs call control, a transmission means 13 transmits the signal that becomes the transmission object, by radio and a measuring means 13 measures a total transmission level of the transmission means. Based on the status of call control, an arithmetic means 13 operates the total transmission level and a detection means 11 detects how many times the magnitude of a difference between the total transmission level measured by the measuring means and the total transmission level operated by the arithmetic means is above a predetermined threshold value (or exceeds the predetermined threshold value).
