A starting method and device for a terminal device measuring the restricted network are provided in the embodiments of the present invention. To be specific, the method includes obtaining the location information of the restricted network and/or terminal UE, and determining whether or not to start the terminal UE to measure the restricted network. By the implementation of the embodiments of the present invention, it can correctly determine the start time for the terminal UE to measure the restricted network, reduce the blindness of the measurement, and reduce the measurement burden of the terminal.
