PROBLEM TO BE SOLVED: To enable high-speed decoding processing by reducing the number of read accesses to a memory during copy operation. SOLUTION: This apparatus is provided with an input section for inputting a plurality of continuous lines of command data for designating processing per line from a memory; a control section for interpreting combinations of the plurality of continuous lines of processing on the basis of the inputted command data; a switching section switching the data processing per line between copy processing and decoding processing in accordance with the interpretation by the control section; an output control section for controlling writing of decoded data into the memory in accordance with the processing switched by the switching section; a writing buffer memory for storing the decoded data written into the memory by the output control section. In this apparatus, if copy processing of data per line continues by the interpretation of the control section, the output control section writes the decoded data stored in the writing buffer memory into the memory.
