<P>PROBLEM TO BE SOLVED: To increase the mobility of lithium ions in a negative electrode active material for a lithium ion secondary battery containing a silicon-containing oxide, and to provide a lithium ion secondary battery offering high power and a long life, and capable of being charged and discharged in a short time. <P>SOLUTION: A negative electrode active material for a lithium ion secondary battery in accordance with an embodiment of the present invention, contains a silicon-containing oxide, and halogen ions selected from the group consisting of Cl<SP POS="POST">-</SP>, Br<SP POS="POST">-</SP>, and I<SP POS="POST">-</SP>are introduced into the silicon-containing oxide. A negative electrode for a lithium ion secondary battery in accordance with an embodiment of the present invention, contains the negative electrode active material for a lithium ion secondary battery.
