forming a solution comprising a carbon carrier in which a hydrophilic functional group is induced on a surface of a carbon carrier by mixing the carbon carrier and a surfactant in a solvent; mixing a first metal salt and a second metal salt by adding the first metal salt and the second metal salt to the solution; and forming metal nanoparticles by adding a reducing agent to the solution. |
