Embodiments of the present invention provide an MTC device access method, a base station, and a system. The method comprises: a base station groups MTC devices and selects a group head, so that the group head represents the whole MTC device group and selects a first random access preamble from available random access preambles, so as to randomly access a network, thereby effectively reducing the probability of selecting a same first random access preamble by multiple MTC devices, and effectively improving the probability of successful access of the MTC devices.
