PROBLEM TO BE SOLVED: To prevent the monitoring task of a tunnel control staff from being disturbed by warning that a low speed vehicle occurs due to chained traffic congestion. SOLUTION: This tunnel monitoring device is provided with a low speed vehicle detection means 18 for judging whether or not the speed of a vehicle traveling in a tunnel is lower than a predetermined speed by every required section in the tunnel, and outputting warning by every required section when the vehicle whose speed is not more than the predetermined speed is detected, and a control means 17 to, when a plurality of warnings are continuously outputted from the low speed vehicle detecting means 18, judge whether or not the following warning is resulted from traffic congestion generated due to the factor of the preceding warning, and to stop the control output to be outputted each time warning arises when it is detected that the following warning is resulted from the traffic congestion.
