PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device wherein the response speed of optical output control is optimized, even if the speed of fade-in/fade-out changes, and to provide a luminaire that uses it. SOLUTION: This discharge lamp lighting device DLO is equipped with a dc power supply DC, an inverter lighting main circuit DOC having an inverter, the input end of which is connected to a dc power supply, and a load circuit to which a discharge lamp connected to the output end of the inverter is connected, and a control circuit CC which receives a light control signal from the outside, appropriately makes the response speed of control of the inverter lighting main circuit change, according to the changing speed of a light control instruction value included in the light control signal, and also makes the output of the inverter lighting main circuit change according to the light control instruction value.
