PROBLEM TO BE SOLVED: To provide an illuminating device hardly deteriorating display quality and a display device.

SOLUTION: The illuminating device 12 includes a light source 14, a light guide body 15 having at least one side face 15a receiving light irradiated from the light source 14 and an irradiating face 15b irradiating light incident from at least one side face 15a, and a reflecting sheet 16 surrounding the light source 14 and adhered to the light guide body 15 through a double-faced tape 1. The double-faced tape 1 is provided with adhesion layers formed on both sides of a tape base material, each adhesion layer containing an ultraviolet absorber with not more than 2wt% and not less than 10wt%, and a hindered amine system light stabilizer with not more than 0.5wt% and more less 10wt%.
