PROBLEM TO BE SOLVED: To provide a feature quantity extracting device which can provide a fundamental frequency pattern information without requiring pitch extraction and designation of a range of a pitch period, and which enables feature quantity to be hardly affected by background noise. SOLUTION: The feature quantity extracting device comprises: a spectrum calculation means 101 for calculating for each frame, a logarithmic frequency spectrum composed of frequency components obtained at equal intervals on a logarithmic frequency axis from an input voice signal; a function calculation means 102 for calculating for each time, from a sequence of the logarithmic frequency spectrum calculated for each time, a cross-correlation function between a logarithmic frequency spectrum of the time, and the logarithmic frequency spectrum at one time or more, included in a certain time width of before and after the time; and a feature quantity extracting means 103 for extracting a set of the cross-correlation function as a local relative fundamental frequency pattern feature quantity in a frame.
