PROBLEM TO BE SOLVED: To provide a railroad vehicle and a safety device capable of detecting a break in a receiver without a test coil during on-vehicle inspection for an on-vehicle safety device. SOLUTION: This railroad vehicle 1 is provided with: a receiver 3 having a receiving coil for receiving a signal from ground equipment: and the safety device 4 for receiving the receiving signal from the receiver 3 through a signal wire 6 to output a signal for limiting the speed of a train. The safety device 4 transmits a simulated signal generated for the on-vehicle inspection to the receiving coil of the receiver 3 through the signal wire 6, thereby detecting whether there is a response for the simulated signal or not and the changes of a receiving level from a normal state.
