PROBLEM TO BE SOLVED: To provide an image processor, an image recording device, and a program that can solve problems of picture quality deterioration by superposing noise suitable to error diffusion. SOLUTION: An image processor which quantizes multi-value (M-value) image data into N-value (M>N≥2) data using multi-value error diffusion etc., sets a threshold using a quantum random number, outputs correction data to which an error obtained from peripheral pixels having been already quantized through weighted summing of products is added, calculates an error caused accompanying the generation of the N-value image data, calculates a weighted average value from pixels having been already quantized at the periphery of a pixel of interest through weighted summing of products, and compares the correction data with the threshold to output the N-value image data.
