<p><P>PROBLEM TO BE SOLVED: To reduce electric power consumed in a short-range communication with a noncontact card. <P>SOLUTION: A remote controller 12 is driven with electric power from a storage battery 57. A noncontact card R/W part 52 performs near field communications with the noncontact card via an antenna 41. A photovoltaic panel 43 is provided near the antenna 41 and generates power with an incoming light. An output power measurement part 56 measures the output power output from the photovoltaic panel 43. CPU 51 starts the noncontact card R/W part 52, when the output power of the photovoltaic panel 43 is below a predetermined threshold value.
