PROBLEM TO BE SOLVED: To provide a substrate for a light-emitting device capable of improving light utilization efficiency, and a light-emitting device.SOLUTION: According to an embodiment, a substrate for a light-emitting device includes a ceramic base, a first electrode, a second electrode, a first metal layer, and a second metal layer. The ceramic base includes a first surface and a second surface opposite to the first surface and including a first region and a second region around the first region. The first electrode and the second electrode are provided on the first surface. The first metal layer is in contact with the first region, contains at least one of silver, aluminum, rhodium, and platinum, and overlaps a region between the first electrode and the second electrode in a first direction vertical to the first surface. The second metal layer contains at least one of nickel, copper, and titanium. The second metal layer also includes a first portion and a second portion in contact with the second region.
