<P>PROBLEM TO BE SOLVED: To avoid bottleneck on a network system due to band shortage to prevent a situation in which a lot of packet disposal occurs, when band shortage occurs in a control port connecting among packet relay devices in the packet relay device that can be virtually assumed to be one device by associating a plurality of devices. <P>SOLUTION: A packet relay device can be virtually assumed to be one device by associating a plurality of devices.
