PROBLEM TO BE SOLVED: To prevent temperature drop immediately after warming up, to attain shortening of restoration time from a remaining heat mode, and to prevent the occurrence of gloss unevenness. SOLUTION: A fixing device is provided with a fixing belt 12 which is stretched and laid between a fixing roller 11 and a heating roller 20, a pressure roller 13 which holds the fixing belt 12 therebetween and which is in press-contact with the fixing belt 12, and a cleaning roller 15 which cleans the surface of the fixing belt 12 by making offset toner adhered to the surface of the fixing belt 12 adhere thereto. In this fixing device, in order to heat the cleaning roller 15, an external heating roller 30 which is equipped with a heat source 31 inside and a solenoid 50 which operates approaching and separating between the external heating roller 30 and the cleaning roller 15 are provided.
