<P>PROBLEM TO BE SOLVED: To provide a filler and a filling processing method capable of increasing durability of a construction in an underground by filling vacant spaces around the construction in an underground and cracks in soil. <P>SOLUTION: The filler comprises polyvinyl alcohol, a cross-linking agent, a catalyst and a foaming agent or a foamed material, wherein the density of the filler after curing is preferably 0.3-1 cm<SP>3</SP>/g, and the cross-linking agent is preferably at least one selected from an aldehyde and a compound containing a methylol group and/or an amino group.
