PROBLEM TO BE SOLVED: To suppress the reduction of coding efficiency that becomes a problem, when arithmetic encoding is employed for entropy coding at video coding.

SOLUTION: In a bit-stream syntax of slice video compression data which are video compression data of a slice structure, a slice start code and an initial register value that should be used as a register value at the start of arithmetic decoding in the next transmission unit as a slice header for slice video compression data in units of slice video compression data are multiplexed.
