PROBLEM TO BE SOLVED: To provide an unmanned oil filling device and an unmanned oil filling method capable of preventing oil filling unless static electricity charged in a body of a person wishing to fill oil is removed by using a static electricity removing means. SOLUTION: The unmanned oil filling device comprises a static electricity removing sheet 20 which is a static electricity removing means to remove static electricity charged in a body by bringing the bodily part of a person wishing to fill oil into contact therewith, a sensor 40 to sense removal of the static electricity charged in the human body by the contact with the static electricity removal sheet 20, and an oil filling means (not shown) by which the person wishing to fill oil and removing static electricity by the static electricity removal sheet 20 fills oil.
