PROBLEM TO BE SOLVED: To reduce emission at low temperature by moving a fuel injection valve to an intake valve side and injecting fuel spray to the intake valve with the fuel injection valve brought close to the intake valve. SOLUTION: In an operation range from low-temperature start to a complete explosion state of an internal combustion engine, a control part brings an injector 6 close to an intake valve 1 direction. In a state that the injector 6 is brought close to the intake valve 1 direction, fuel spray is injected to the intake valve 1. In the other operation range, on the other hand, the control part injects fuel spray to the intake valve 1 in a state that the injector 6 is in a normal position. By so doing, emission during low-temperature start can be reduced. The tip of the injector 6 can be protected from spitting gas in a fuel chamber so as to secure durability of the injector 6.
