PROBLEM TO BE SOLVED: To obtain optimum reception quality at different points within a network. SOLUTION: This information system (1) is provided with a computation module (11) which obtains the number of repetition, a recording means (12) to save network associated data, and a setting means (13) of parameters of a plurality of radio transmitters (4). In the recording means (12), map data (3) which shows a geographical zone, containing a source position of the radio transmitter (4) which zone was carved into a plurality of pixels by network (N), corresponding population data, data (31) which specifies transmitter outgoing level and the radio receiving sensitivity threshold level of a terminal of a cell, data (32) which shows the radio propagation attenuation formula, and data which shows the length of dead period spacing between data frames are recorded.
