PROBLEM TO BE SOLVED: To reduce a manufacturing cost by efficiently reducing a discharge voltage of the plasma display panel so as to reduce power consumption of the panel and further, to improve the luminance and discharge efficiency. SOLUTION: The plasma display panel includes a first substrate, a second substrate and a driver. The first substrate comprises at least one address electrode, a dielectric, a phosphor and at least one barrier rib. The second substrate is assembled to the first substrate across at least one barrier rib between the first substrate and the second substrate. The second substrate includes at least one pair of sustain electrodes, a dielectric and a protective film including monocrystalline magnesium oxide nano powder which has the highest level of cathode luminescence in the wavelength range of 300 to 500 nanometer.
