The present application provides a plasma actuation system (100) for a turbo-machinery device (105). The plasma actuation system (100) may include an end wall (60), a number of end wall actuators (110) positioned about the end wall (60), and a blade (50) positioned adjacent to the end wall (60). The end wall actuators (110) are oriented to produce a swirling flow (250) between the end wall (60) and the blade (50).
