PROBLEM TO BE SOLVED: To provide a heating panel for a vehicle.SOLUTION: A heating panel for a vehicle, which includes a plate-like heating layer and a heat insulation layer adhering to the heating layer, is provided in a panel that is installed in an indoor space of the vehicle. The heating panel for the vehicle is provided to face an occupant at a point away from the occupant.
