A coaxial waveguide conversion device according to the present invention includes a first member (10); a second member (30) provided so as to be opposed to the first member (10); and a conductor plate (20) provided so as to be sandwiched between the first member (10) and the second member (30). A waveguide (13) is formed in the first member (10) and the second member (30) to a depth that penetrates the first member (10) and does not penetrate the second member (30). The conductor plate (20) includes an opening (21) having a shape corresponding to a shape of an aperture plane of the waveguide; a conductor surface portion provided around the opening (21); an antenna portion (ANT); a waveguide short-circuit portion (WGS) connecting the antenna portion (ANT) with the conductor surface portion; a coaxial wiring portion (CWS) provided at one end of the antenna portion (ANT); and a coaxial line short-circuit portion (CoW) connecting another end of the antenna portion (ANT) with the conductor surface portion.
