The present invention relates to a system to construct a disaster response based on a scenario. The system to construct a disaster response based on a scenario comprises: a scenario planning unit that a user logs in and configures a simulation environment to simulate a scenario by disaster type; a disaster type-based scenario generation unit to generate a scenario in accordance with the user conditions and the simulation environment configured by the scenario planning unit, wherein the scenario is generated by combining a standard operation procedure (SOP) corresponding to a disaster management step by disaster type, emergency support function and geographic information; a simulation unit to execute a simulation to realize a scenario with respect to the disaster type-based scenario generated by the scenario generation unit, generate an emergency warning along the scenario, distribute response resources in accordance with a crisis situation, manage a command system and recover the disaster situation; a post-event analysis unit to generate user assessment data in accordance with the simulated results, generate and store a report; and a disaster variable introduction unit to search not only analyzed disaster variables but also disaster type-based disaster variables from a variety of internet webpages using a web robot module and provide the searched disaster variables to the scenario generation unit. |
