PROBLEM TO BE SOLVED: To improve workability by downsizing when loading and unloading, and to improve storing properties when not in use, and also to operate easily and to handle safely in an apparatus for preventing the movement of rolling, slipping or the like when transporting a cylindrical body, such as vinyl wound in a roll shape, by stacking horizontally on a vehicle or the like. SOLUTION: This apparatus is provided with a supporting portion 10 having a supporting face abutting against the side face of the cylindrical body in the tilting state, a stopper 40 for maintaining the tilting state concerned by engaging to a base 30, and a locking mechanism which while locking the stopper in a position in which the tilting state concerned is maintained, can be used to release a lock in response to the operation from the back side of the supporting face. The base is retained so that the supporting portion can be folded up even in the state in which the supporting face is directed to either an upper side or a lower side in the state in which the lock is released.
