PROBLEM TO BE SOLVED: To provide a method of forming a plasma display panel possible topreventing the lowering of luminance by uniformly applying a fluorescent material on the inside of a discharge cell. SOLUTION: A plurality of partitions 31 formed with a fixed space, an auxiliary partition 33 formed between a pair of facing partitions 31 on a substrate 32, and at least a sleeve 34 formed with a fixed depth on the auxiliary partition 33 are provided on the substrate.
