The present invention is to provide a lamp control apparatus and a lamp control method, for controlling the radiation length and width of a vehicle lamp. The lamp control apparatus includes: an image output unit for outputting an image of a top view which is downwardly overlooked from the top of a vehicle; an image extraction unit for extracting an area of a predetermined range from the top-view image to output the extracted image; an image saturation output unit for calculating brightness histogram of the extracted image to output image saturation according to brightness; and a lamp control unit for outputting a signal regarding a light radiation range of a lamp of the vehicle in consideration of the image saturation. |
