PROBLEM TO BE SOLVED: To provide an image encoding device and an image decoding device capable of reducing a memory capacity in use.SOLUTION: An image encoding device is configured: to generate a prediction image of an encoding block according to an encoding mode determined for the encoding block; to compress a difference image between the encoding block and prediction image and output compressed data on the difference image; to expand the compressed data of the difference image and add the difference image having been expanded to the prediction image to generate a decoded image; and to perform a filtering process on the decoded image and remove block distortion generated at a border of a prediction block adjoining the decoded image. A loop filter part 11 derives a parameter defining strength of a filter according to a condition of whether an encoding mode corresponding to at least one of adjacent prediction blocks applied with the filtering process is an intra-prediction mode, the parameter being used for a process of selecting one of a plurality of filtering processes.SELECTED DRAWING: Figure 1 |
