<P>PROBLEM TO BE SOLVED: To provide a polymer electrolyte membrane suppressing decrease in molecular weight by deactivating radicals generated at an inside and increased in durability. <P>SOLUTION: A polymer electrolyte membrane 12 includes: a membrane-like base material 12X formed of a polymer electrolyte; and metal fine particles 13A dispersed in the base material 12X.
