PROBLEM TO BE SOLVED: To provide a network scaling while preventing direct information exchange between switches, when achieving a MCLAG function in a network concentratedly controlled by a controller.SOLUTION: The controller, controlling transfer of a packet by a plurality of switches, includes: a collection part for collecting interface information of an interface of the plurality of switches; a delivery part for delivering collected information to the plurality of switches.
