PROBLEM TO BE SOLVED: To provide an information recording medium that can be manufactured inexpensively and can prevent alteration of a mounted non-contact storage unit, and a method for manufacturing the information recording medium.SOLUTION: An information recording medium 10 includes: a substrate 1; and an IC inlet 3 that can communicate storage information through non-contact communication and is pasted to the substrate 1 via an adhesive layer 2.
