<p><P>PROBLEM TO BE SOLVED: To realize selection of the working clock frequency, such that the load on a CPU conforms more to CPU performance after modification, with regard to modification of the operation clock frequency of a processor, in response to the load of the CPU, such as CPU usage rate. <P>SOLUTION: An operation clock table storing correspondences between operation clock frequencies and CPU loads has a plurality of sections per operation clock frequency, and each section is segmented by thresholds.
