PROBLEM TO BE SOLVED: To detect displacements at a plurality of positions easily at low cost with less variation in loss with respect to displacement and stably and prevent a break in an optical fiber. SOLUTION: The state change detection apparatus 69 has a rotation mechanism for providing a fiber optic cable 5 within a metallic tube 4 with bending when a block 8 is displaced beyond a predetermined displacement. The displacement between the block 8 and an anchor (not shown) anchoring the state change detection apparatus 69 when a state change occurs in a slope 3 is provided to a loss generation section 70 through a rod 7 and a link mechanism. The rotation of the loss generation section 70 provides the metallic tube 4 and the fiber optic cable 5 therewithin with bending. An OTDR is used for the measurement of a loss in light caused by the bending of the fiber optic cable 5. From the measurement result of the loss in light by the OTDR, the presence or absence of state changes in the slope 3 and the location of the occurrence of state changes are detected.
