PROBLEM TO BE SOLVED: To provide a pressure member capable of lessening offset of toner and adhesion of toner, and an image heating device having the pressure member. SOLUTION: The pressure member is used in the image heating device 22 having a flexible sleeve 33, a heating body 31 heating the flexible sleeve, and the pressure member 40 forming a nip part N by holding the flexible sleeve between the heating body and the pressure member. The pressure member has an outermost layer 43 whose surface resistance value under measuring environment, that is, 23±3°C and 50±5%RH is within 2.0×10<SP>13</SP>to 8.0×10<SP>15</SP>(Ω/sq.)(application of DC1,000V).
