PURPOSE: A wiring substrate for electronic component inspection and a method for manufacturing the wiring substrate thereof are provided to reduce a manufacturing period and time necessary for a design. CONSTITUTION: A substrate main body(2a) with a surface and a hidden side forms the surface as an insulation layer. A pad area for a probe(pa) forms a plurality of pads for the probe in the central of the surface of the substrate main body. An external connecting terminal area(ca) forms a plurality of external connecting terminals in surroundings of the surface of the substrate main body and an outside of the pad area for the probe. A surface wiring(8) connects the pad for the probe to the external connecting terminal.
