This control device in an embodiment is provided with a calculation unit, an alteration unit, and a transmission unit. The calculation unit calculates, on the basis of the first history of voice calls of a first terminal and the second history of data communication of the first terminal, a first communication traffic volume in which the communication traffic volume of each of the voice calls and data communication of the first terminal is standardized and added. The alteration unit alters, on the basis of the first communication traffic volume, the first upper limit of a third degree of priority in which a first degree of priority set for the voice calls of the first terminal and a second degree of priority set for the data communication of the first terminal are added.
