A surface flow control system for controlling a plasma actuator provided on the surface of a moving body that moves relative to a fluid, wherein the plasma actuator is disposed near the front edge and is configured so that the plasma actuator can be controlled so as to change the cross flow velocity component of the boundary layer flow of the fluid on the surface of the moving body.
