PROBLEM TO BE SOLVED: To ensure a sufficiently impregnated state by holding a pressure reduced state of electrolyte when filled into an impregnation bath. SOLUTION: A tank 3 for storing electrolyte 31 is disposed above a bath 2 for impregnating an electrolytic capacitor element with the electrolyte 31 and they are coupled through on/off valves 24, 26, 27. An electrolytic capacitor element is then placed, under a state containing moisture, in the impregnation bath 2 under dry state. Pressure is then reduced to a specified level in the impregnation bath 2 and the storing tank 3 and after that pressure is kept for a predetermined time, the electrolyte 31 is supplied from the storing tank 3 into the impregnation bath 2 by free falling. After enclosed state is kept for a predetermined time, atmospheric pressure is returned back in the impregnation bath 2 and the electrolytic capacitor element is impregnated with the electrolyte 31.
