<p><P>PROBLEM TO BE SOLVED: To provide a passing control apparatus with which a user can smoothly pass without reducing convenience. <P>SOLUTION: A long-distance radio unit 3 acquires a terminal ID of a portable terminal 2 carried by a user who is getting closer to an automatic ticket examination machine 1, through long-distance radio communication and transmits the terminal ID to a center 4. The center 4 determines whether or not passing through the automatic ticket examination terminal 1 is to be permitted for this terminal ID and transmits to the automatic ticket examination machine 1 the terminal ID determined to permit passing and user's biological information corresponding to the terminal ID. When a user enters the gate, the automatic ticket examination machine 1 acquires a terminal ID of a portable terminal 2 carried by this user through short-distance radio communication and it is determined whether or not passing through the gate is permitted by the center 4 for the terminal ID.
