PROBLEM TO BE SOLVED: To establish compatibility between a draft effect due to a large airflow in the transitional state and a cooling and heating effects in the steady state. SOLUTION: The seat air conditioning unit is provided with a first door 12 at an upstream side (inlet side) of a second heat exchanger 11 at the exhaust heat side of a Peltier element 8. When a temperature of a seat is higher than an inside air temperature, a second ventilation flute 6 is blocked by closing the first door 12 in a draft mode, and the wind flowing in the second exchanger is shut off. Almost total amount of airflow which is generated by an air blower 4 and flows in an inlet port 3 passes through a first ventilation flute 5 at the first heat exchanger 10 side. Since the large airflow of the inside air temperature can be blown out on a seat surface from a first blowout port 13 through a seat blowout port 24 by making the Peltier element an OFF state, the draft effect is larger than in a usual operation of a half airflow at Peltier element an ON state, and the cool down effect can be enhanced.
