PROBLEM TO BE SOLVED: To provide a pressure-sensitive adhesive that exhibits excellent low-temperature properties and an excellent balance between high adhesive force and high cohesive force, and a pressure-sensitive adhesive sheet exhibiting excellent processability obtained using the same. SOLUTION: The pressure-sensitive adhesive comprises a copolymer (a) that is obtained by copolymerizing tert-butyl methacrylate with other copolymerizable monomers, bears at least one of a carboxy group and a hydroxy group and has a weight-average molecular weight of 400,000-1,200,000, and a crosslinking agent bearing a functional group reactive with at least one of the carboxy group and the hydroxy group.
